Banks can consider individual circumstances. Salary and pension payments fall outside these restrictions, according to the CBA governor.
What the regulator said
Limits on card-to-card transfers can be reconsidered for individual customers, Central Bank of Azerbaijan Governor Taleh Kazimov said at his 29 October press conference. He supported a consistent approach across banks, while stressing that the sector itself had introduced the restrictions.
Kazimov referred to five incoming transfers a day and AZN 20,000 a month. Customers can explain to their bank why they need different limits, he said, citing charitable collections and parents gathering funds for school purposes. Salary and pension payments are outside these restrictions, according to the governor.
The figures therefore describe a banking-sector approach supported by the regulator. The statement does not establish an automatic prohibition on every sixth incoming payment or identical outcomes for all customers regardless of circumstances.
| Reference in the statement | Governor’s explanation |
|---|---|
| 5 incoming transfers a day | Individual cases can be considered |
| AZN 20,000 a month | Customers can justify a different limit |
| Salaries and pensions | Outside the cited restrictions |

Personal transfers and merchant payments
Kazimov linked the scrutiny to rising turnover and the resources needed to assess transactions. Repeated receipts on a personal card may require an explanation of their purpose. The number of payments alone does not establish what each transaction represents.
For a business, personal transfers and organised acceptance of payment for goods or services serve different functions. Dedicated merchant payment tools simplify revenue records and documentation of receipts. Their fees should be assessed alongside service conditions and the needs of the business.
The practical effect will depend on how clearly banks explain their terms and handle exceptions. Customers need accessible contact channels, clear evidence requirements and timely responses as well as a stated numerical limit.
