The regulator expects stronger competition, skills development and technology adoption across banking, insurance and capital markets.
Openness to new participants
The Central Bank of Azerbaijan supports the presence of foreign banks and is interested in attracting overseas participants to insurance and capital markets, Taleh Kazimov said at his 29 October press conference.
The governor identified stronger competition, human-capital development, information technology and security as expected benefits. He also linked the regulator’s international contacts to promoting Azerbaijan’s financial sector among prospective participants.
The remarks set out the CBA’s general position. They do not identify new entrants, announce specific licences or establish dates for additional firms to enter the market.
| Segment | Potential contribution of entrants |
|---|---|
| Banking | Products, technology and competition |
| Insurance | New offers and expertise |
| Capital markets | Investment services and infrastructure |

Competition depends on the scope of operations
A foreign entrant can broaden the choice of financial products, but the impact depends on its business model. A firm mainly serving large corporations affects the market differently from a mass-market retail bank or an insurer with an extensive sales network.
For customers, access, transparent pricing, service quality and reliable infrastructure matter. For domestic firms, foreign participants can be both competitors for customers and partners in settlements, investment and reinsurance.
Separately, Kazimov said the CBA did not plan new restrictions on Bank Melli İran and noted its compliance with local regulatory requirements. That position concerns the CBA’s actions; it does not remove external sanctions or guarantee access to every international payment channel.
