The initiative focuses on consumer protection. Detailed rules have yet to be approved.

The regulator’s plan

The Central Bank of Azerbaijan hopes its initiative to regulate the pawnshop sector will be approved in 2027, Taleh Kazimov said at his 29 October press conference. He identified consumer protection as its main objective.

The governor stressed that regulation should not automatically be interpreted as new restrictions. He did not present detailed parameters such as participant requirements, maximum borrowing costs or transition periods.

The year therefore represents the regulator’s expectation for approval. His remarks do not establish that the new regime is already in force or that a specific launch date has been set.

Terms that matter to customers

A pawn loan combines financing with the transfer of property as collateral. Its outcome depends on valuation, the amount advanced, borrowing costs and the conditions for recovering the pledged asset. The gap between an item’s valuation and the loan amount also matters.

Market transparency requires clear information on charges, asset storage and the handling of arrears. These are areas for assessing future rules, rather than a list of requirements already announced by the CBA.

Common standards could make offers easier to compare and strengthen confidence in compliant providers. New procedures may also raise operating costs. The balance between borrower protection and access to small loans will depend on the final regulatory model.
