The Ministry of Digital Development and Transport (MDDT) and SpaceXAI have signed a Memorandum of Understanding on cooperation in artificial intelligence and related digital technologies.

The document provides for the possible use of solutions based on SpaceXAI's Grok models in government services and other priority areas of Azerbaijan's digital transformation. The parties will assess the potential for using AI in government bodies and consider deploying successful solutions in the public sector.

The signing ceremony, held in Baku, was attended by Deputy Minister of Digital Development and Transport Rashad Hasanov, as well as SpaceXAI representatives: Dustin Yelinek, Head of Global Government and Latin America Partnerships; Rim Sadek, Head of Global Affairs and Market Development for the Middle East, North Africa and Turkey; and Neil Perkins, Head of Market Entry for the Global Government Partnerships Division.

Deputy Minister Rashad Hasanov noted that Azerbaijan has moved from discussing AI to implementing it. According to him, the memorandum will create opportunities to improve government services, including through mygov, and to explore the use of AI in the national digital infrastructure.

The parties also agreed to cooperate on developing local capacity and exchanging knowledge and skills. A roadmap will be developed for further cooperation, including pilot projects and technical demonstrations.

Each specific project will be implemented under a separate agreement.

The memorandum aligns with the goals of the "AI Development Strategy for 2025–2028," the "Action Plan for Accelerating Digital Development for 2026–2028," and the Ministry's efforts to build a modern, citizen-oriented, data-driven public sector.
