Artificial intelligence based on Grok models may be integrated into Azerbaijan's public services system. According to the Ministry of Digital Development and Transport of Azerbaijan, a Memorandum of Understanding on cooperation in AI solutions and related digital technologies has been signed between the ministry and SpaceXAI.
The document provides for the potential use of AI solutions based on SpaceXAI's Grok models in public services and other priority areas of Azerbaijan's digital transformation. The main goal is to create higher-quality, more accessible and more efficient public services.
The memorandum is not limited to a single area of application and will cover all government agencies. The parties will jointly assess the possibilities for using AI and consider the broad deployment of successful solutions in the public sector.
The signing ceremony, held in Baku, was attended by Deputy Minister of Digital Development and Transport Rashad Hasanov and a SpaceXAI delegation: Dustin Yelinek, Head of Global Government Partnerships and the Latin America region; Rim Sadek, Head of Global Affairs and Market Development for the Middle East, North Africa and Turkey; and Neil Perkins, Head of Market Entry at the Global Government Partnerships department.
Deputy Minister R. Hasanov noted that Azerbaijan has already moved from discussing artificial intelligence to the stage of its practical application, and that partners in this area are selected based on their potential contribution to the process. SpaceXAI has advanced AI models and extensive engineering capabilities. The signed Memorandum of Understanding creates a basis for exploring ways to improve services in a wide range of areas — from the internal operations of government agencies to citizens' access to services through mygov, as well as the use of such solutions in national digital infrastructure.
The parties also agreed to cooperate in strengthening local capacity, exchanging knowledge and experience, and developing relevant skills.
"The goal is to ensure that artificial intelligence solutions contribute to achieving Azerbaijan's long-term national digital development objectives. A roadmap will be developed for the next stages of cooperation, including pilot projects, technical presentations and engagement with stakeholders. This work will lay the foundation for broader scaling of successful solutions in the future. All cooperation will be carried out in accordance with best security practices and modern data protection protocols. Each specific project will be implemented on the basis of a separate agreement between the parties. The memorandum aligns with the objectives of Azerbaijan's Artificial Intelligence Strategy for 2025–2028, the Digital Development Acceleration Action Plan for 2026–2028, and the ministry's efforts to build a modern, citizen-oriented and data-driven public sector," the ministry said.
