Azerbaijan collected AZN 646.4 million through customs in September 2026, up AZN 71.3 million from August. VAT accounted for nearly 63 of every 100 additional manats. Even so, it made up a smaller share of the total: 68.6%, down from 69.3% in August. The two comparisons use different denominators, both drawn from the State Customs Committee’s monthly receipts.
Where the increase came from
| AZN million | August | September | Change |
|---|---|---|---|
| VAT | 398.48 | 443.35 | +44.88 |
| Customs duties | 148.35 | 172.30 | +23.94 |
| Excise | 20.73 | 24.42 | +3.69 |
| Road tax | 7.55 | 6.33 | −1.23 |
| Total | 575.11 | 646.40 | +71.29 |
Duties rose 16.1% month on month, outpacing VAT at 11.3% and total receipts at 12.4%. That is how VAT’s share fell even as the amount collected rose. Together, VAT and duties added AZN 68.82 million, about 96.5% of the net increase. Road tax was the only line that fell. Changes are calculated before rounding.
What the receipts do not measure
For the budget, the breakdown identifies which payments delivered extra cash in September. For an importer, it does not establish that tax rates rose or that Azerbaijan imported 12.4% more goods. The value and mix of imports, exemptions and the timing of clearance can affect collections. The table does not isolate their effects.
Estimates of customs relief answer a separate question. Tax forgone on eligible shipments and money actually received in September are not two revenue lines to be added together.
