Kazakhstan is launching a pilot project to introduce vehicles with conditional and high levels of driving automation. The project will run for three years in Astana, Almaty, and Kosshy in the Akmola region. Tests will be conducted both at special testing grounds and on approved routes on public roads.
Participation in the pilot project will be voluntary. To be admitted, legal entities must send a cover letter and a statement of acceptance of relevant obligations to the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
A remote operator will monitor the movement of the vehicle. In the event of a traffic accident, a representative of the pilot project participant must arrive at the scene within 30 minutes and provide a complete continuous video recording of events before and after the accident.
In addition, each vehicle must be insured for at least 60 million tenge to cover harm to life, health, or property of third parties. Insurance must be valid for the entire period of participation in the pilot project.
The joint order of the Ministry of Artificial Intelligence and Digital Development, the Ministry of Internal Affairs, and the Ministry of Transport of the Republic of Kazakhstan will come into force on August 21, 2026.
