Azerbaijan is studying the possibility of introducing the multimodal FIATA Bill of Lading (FBL) in digital form. This was announced by Kamran Gabibov, Chairman of the Azerbaijan Freight Forwarders Association (FFAA), during the 5th International Forum on Freight Transport in the Black and Caspian Regions – 2026, held in Baku.

According to him, the FIATA Bill of Lading is a multimodal document that allows cargo to be transported under a single document regardless of the number of changes in transport modes.

"At present, our association and the Ministry of Digital Development and Transport of Azerbaijan are conducting consultations and studying this issue for the introduction of this document in the country," he said.

Gabibov noted that introducing the document only in Azerbaijan would not be sufficient. "As soon as we launch this process in our country, we will likely initiate its implementation in other states, demonstrate the advantages of this document, and attract those corridor participants who are not yet involved," he added.

According to him, documents are gradually being converted to electronic format, and FIATA is also working on digitizing the FBL. "Work in this direction continues. Perhaps by the end of the year we will be able to present the first results," said K. Gabibov.
