The Asian Development Bank (ADB) has approved a $302.38 million loan to modernize the signaling system and digitalize operations of the Baku Metro.
According to ADB, the financing will enhance the safety, reliability, and efficiency of the metro in Azerbaijan's capital, and ensure the effective functioning of the expanding network.
The project is part of the government's $2.6 billion Baku Metro expansion program.
"The program includes the construction of nine stations, two depots, and new tunnels with a total length of 20 kilometers, the acquisition of an additional 300 metro cars, and the modernization of the metro's operational systems. The project aims to expand the reach of metro services and increase its carrying capacity, as well as reduce traffic congestion in Baku and surrounding areas.
This project is an important step in transforming the Baku Metro into a modern urban transport system that meets future requirements through the introduction of digital technologies. Advanced signaling technologies and integrated digital management systems for metro operations will enhance the safety and reliability of existing services and create the foundation for the efficient operation of Baku's rapidly expanding metro network," said Sunniya Durrani-Jamal, head of ADB's representative office in Azerbaijan.
The Baku Metro, managed by Baku Metro CJSC, is a vital part of the capital's public transport system. The metro serves 27 stations on lines with a total length of about 41 kilometers. In 2025, it carried approximately 220.4 million passengers.
"The project involves replacing the existing signaling system with modern communications-based train control technology, as well as upgrading the traffic and operations control center. These investments are expected to reduce intervals between trains during peak hours and minimize operational incidents that could cause disruptions and threaten passenger safety.
In addition, the project includes the implementation of integrated digital systems for corporate management, asset management, cybersecurity, passenger information, and passenger flow management. These systems will be supported by upgraded data centers and secure network infrastructure. These investments will enable Baku Metro CJSC to use operational data more effectively, improve maintenance and decision-making processes, and increase energy efficiency.
Furthermore, the project will strengthen the institutional capacity and digital capabilities of Baku Metro CJSC through technical training and staff development. It will also help increase the representation of women in technical and digital positions through recruitment, training, certification, and career development activities."
The total project cost is approximately $515.07 million. The Asian Infrastructure Investment Bank is expected to provide co-financing of $79.98 million, and the government of Azerbaijan will contribute $132.71 million.
