The most expensive lot in Sabirabad district’s November 4 municipal land auction notice was the cheapest per hectare. A 32.77-hectare pasture at Yastıqobu carried an opening annual rent of AZN 3,441, or about AZN 105 per hectare. Five arable plots at Ulacalı started at about AZN 220 per hectare.

The State Service on Property Issues listed a 15-year lease for every lot. Among the five arable parcels, area accounts for almost all the variation in the annual bill. Comparing them with the pasture brings in two additional differences: permitted use and land quality. The pasture scored 33 on the published land-quality scale, compared with 65 to 72 for the arable plots.

The roughly 2.1-to-one gap applies to opening rent per hectare alone. It says nothing about water, cultivation or livestock costs. Nor is it a district-wide market rate: the calculation covers six advertised lots, not completed leases.
