Kazakhstan continues to consistently develop its digital asset and financial technology ecosystem. The new stage of this work is Binance's signing of three memorandums with key state and financial institutions of the country: the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, the National Bank of the Republic of Kazakhstan, and the Astana International Financial Centre (AIFC).

The three agreements cover different but interconnected areas: digital assets, payment infrastructure, and investment opportunities. Together, they create a foundation for further development of practical applications of digital financial technologies in Kazakhstan.

Digital Assets: From Regulation to Practical Application

Under the memorandum with the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Binance Kazakhstan will develop cooperation in digital assets, digital and computing infrastructure, and innovative payment solutions.

Areas of cooperation include studying the possibility of issuing a stablecoin in Kazakhstan, developing infrastructure for payments using digital assets, improving tax and judicial approaches, and creating new products and services.

"Today, Kazakhstan is moving to the next stage of digital asset market development—from forming a regulatory environment to creating infrastructure and practical solutions. Our task is to create conditions where new financial technologies work for economic development, attracting investment, and the emergence of new digital services. Partnership with global technology companies allows us to move faster from initiatives to their practical implementation," noted Zhaslan Madiyev, Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.

This direction is particularly important for the further development of the local ecosystem. As regulation evolves, the focus gradually shifts from creating basic rules to how digital assets can be applied in practice—in payments, new financial products, and other services.

New Payment Infrastructure

The second memorandum, signed with the National Bank of the Republic of Kazakhstan, focuses on developing payment and digital financial infrastructure.

The parties will explore opportunities for further developing Kazakhstan as a regional payment and financial technology hub. This includes the potential placement in the country of certain regional operations, functions, and infrastructure of Binance, as well as the development of cross-border financial services.

For practical implementation of the agreements, Binance and the National Bank have developed a roadmap that provides for consistent work on developing payment infrastructure, licensing, and launching new payment products.

Developing payment infrastructure is a key element in transitioning digital assets from an investment instrument to a technology that users and businesses can apply in everyday financial operations.

Digital Assets as Part of Investment Infrastructure

The third area of cooperation is related to the Astana International Financial Centre.

The signed memorandum aims to develop cooperation under the AIFC Investment Tax Residency Program and expands the potential of using digital assets as an element of Kazakhstan's modern investment infrastructure.

"Expanding the AIFC Investment Tax Residency Program by including digital assets is an important step in developing Kazakhstan's modern investment infrastructure. The AIFC continues to create conditions for attracting international investment using new instruments, while forming a transparent and regulated environment that meets modern trends in digital finance. This expands investor access to new opportunities in the AIFC ecosystem and contributes to the further development of the digital asset market in Kazakhstan," noted Renat Bekturov, Governor of the Astana International Financial Centre.

For Kazakhstan, this is another step towards integrating traditional financial and investment infrastructure with the opportunities opened by digital assets.

Three Agreements—One Ecosystem

The main feature of the three memorandums is that they cover several elements of the digital financial ecosystem at once.

The first direction creates opportunities for developing digital assets and new products. The second—for developing payment infrastructure. The third—for expanding investment opportunities.
