Azerbaijan and Ukraine adopted an economic cooperation plan for 2026-2027 covering 14 areas. Azerbaijan's Ministry of Energy announced the agreement on November 6 following an intergovernmental commission meeting in Uzhhorod.

The meeting was co-chaired by Azerbaijan's Energy Minister Parviz Shahbazov and Ukraine's First Deputy Prime Minister and Energy Minister Denys Shmyhal. The parties also signed a concluding protocol.

Trade and investment

According to figures presented by Shahbazov, bilateral trade grew 10.5% in the first eight months of 2026, while Azerbaijani exports to Ukraine rose 17%. Mutual investment reached $513.5 million. Azerbaijan has 290 commercial entities with Ukrainian investment.

Business opportunities

Energy discussions covered renewables, efficiency, storage and heat pumps. A business roundtable also addressed joint production, food processing, logistics and industry.

Participants considered Azerbaijani companies' involvement in Ukrainian industrial parks and reconstruction projects. The announcement outlines agreed areas of cooperation but does not disclose financing amounts for individual future projects.
