When individuals transport goods in their baggage that are not intended for production or commercial purposes, a simplified declaration will be submitted to customs authorities.
According to FinFly.News, the corresponding decision, signed by Azerbaijani Prime Minister Ali Asadov on September 9, came into force on October 9.
Under the decision, when individuals transport goods in hand luggage and/or accompanied baggage that are not intended for production or commercial purposes but are subject to written declaration, a simplified declaration in the form specified in the "Rules for Declaration of Goods and Vehicles Moved Across the Customs Border" is submitted to customs authorities.
For goods not intended for production or commercial purposes and transported in unaccompanied baggage (except international postal items accompanied by documents stipulated by acts of the Universal Postal Union), a simplified declaration in the established form is also submitted to customs authorities.
Temporary import into the customs territory and temporary export from this territory by individuals of goods subject to declaration in written or electronic form is also carried out using a simplified declaration on a simplified basis. Except in cases of natural wear and tear and natural loss, temporarily imported and temporarily exported goods must be returned in unchanged condition.
Customs clearance for the re-export or re-import of goods temporarily imported or temporarily exported by individuals may be carried out at any customs authority.
Customs duty on goods not intended for commercial purposes is paid simultaneously with the approval of the simplified declaration when they are moved by individuals across the customs border.
Other issues related to the declaration of goods moved by individuals across the customs border are determined in accordance with the "Preferential and Simplified Rules for the Movement by Individuals Across the Customs Border of Goods Not Intended for Production or Commercial Purposes."
Furthermore, according to the decision, the "Red Channel" passage system will be intended for declaring goods in written (on paper) or electronic form by submitting a simplified declaration.
It should be noted that for individuals to use the simplified procedure for declaring goods moved across the customs border, a two-channel system — "Green Channel" and "Red Channel" — is used at checkpoints across the state border. The "Green Channel" system is intended for oral declaration of goods by individuals (except for goods transported in unaccompanied baggage and sent in postal items). From the moment of entry into the customs territory, persons must immediately inform customs officials at that territory using the two-channel system ("Green Channel" and "Red Channel") at checkpoints across the customs border.
