Azerbaijan's State Financial Control Service reported AZN 106.9 million in restored funds and AZN 100.9 million in prevented expenditure following control measures in January-September 2026. The figures appear in the Ministry of Finance report.
Control measures were completed at 84 organizations. Decisions received from law-enforcement bodies provided the basis in 52 cases, while 32 involved unscheduled inspections. The first group represents 61.9% of the total number of organizations, according to FinFly calculations.
Two distinct financial outcomes
| Reported outcome | Amount |
|---|---|
| Restored funds | AZN 106.9 million |
| Prevented expenditure | AZN 100.9 million |
The report separates restored funds from spending that was prevented. Adding the amounts and describing the result as money returned to the budget would be inaccurate: a prevented expense is not the recovery of a previous payment.
The aggregate results also do not establish that all amounts were connected to theft. That classification requires evidence and decisions in individual cases. An inspection initiated on the basis of a law-enforcement decision does not by itself establish an organization's or employee's guilt.
What a fuller assessment would require
The report section does not break the amounts down by organization, type of violation or remedial action. The aggregate figures therefore cannot identify the largest offenders, establish the concentration of financial losses or show the share of all detected damage that has been recovered.
Assessing control effectiveness in detail requires linking the inspection's basis, its findings, the recovery and measures taken to prevent recurrence. The published figures document the service's financial outcomes but do not replace that case-level information.
