The Board of the Central Bank of Azerbaijan, by decision No. 39/5 dated September 15, 2026, approved new tariffs for services in payment systems.

According to the regulator, under the new tariff policy, fees for services in payment systems by session have been unified. The upper limits of tariffs for services in the Real-Time Gross Settlement System (AZIPS) and the Clearing System for Small Payments (XÖHKS) have been reduced by factors of two and one and a half, respectively. The new tariff model provides for fixed tariffs depending on the ranges of transaction amounts, regardless of the time of their execution.

In addition, to increase the accessibility of innovative payment services, fees for services in the Instant Payment System (AÖS), which provides real-time settlements 24/7, have been set at a lower level compared with other systems. Making payments through AÖS gives users the ability to transfer funds from bank accounts using simple identifiers, as well as to improve liquidity through the instant crediting of funds to a bank account.

As part of improving the tariff policy, changes were also made to the tariffs for services of the Interbank Card Center, and tariffs were established for processing card-to-card money transfer operations.

The new tariff policy, developed taking into account current market conditions, is aimed at optimizing fees charged to users of payment services, along with supporting the development of innovative solutions in payment systems.

It should be noted that the new tariffs for services will enter into force on April 1, 2027.
