Azerbaijan’s 2027 budget calculations assume average annual inflation of 5.3%, Finance Minister Sahil Babayev told parliament’s economic policy committee on November 4, according to local media reports.
The ministry used an average oil price of $65 per barrel and an exchange rate of AZN 1.70 per dollar. Babayev described the oil assumption as conservative, saying it was intended to preserve the medium-term fiscal framework even if prices turn out to be higher.
The ministry’s average inflation figure is not directly comparable with the central bank’s forecast of 5.9% at the end of 2027. The former compares average price levels across two years; the latter compares prices at year-end.
