The Ministry of Finance of Azerbaijan has released information about the work carried out in the first half of 2026 in the areas of digitalization, innovative solutions, monitoring of state enterprises, and result-oriented budget policy.
This is stated in the ministry's report for the first half of 2026.
According to the information, during the reporting period, by the decree of the President of the Republic of Azerbaijan dated January 26, 2026, the information system 'Digital Public Finance' was created. The implementation of the system is aimed at expanding digital solutions in public finance management and organizing processes more efficiently.
The ministry also prepared the subsystem 'Budget Management Information System' (BMİS). This platform allows the budget draft preparation process to be carried out in a digital environment. In addition, to expand public access to information on public finances, the 'Electronic Budget Guide' portal was launched.
The report notes that the digital monitoring system for state enterprises has collected data on 1,034 enterprises. Within the framework of the 2026 budget, 466 budget accounts were applied, and the budget proposal submitted for 2027 amounted to 532. At the same time, the number of budget forecasts submitted for 2027 was 654.
According to the ministry's data, through the 'E-müqavilə' system, registration of 1,487 contracts was recorded, and the registration process for 872 contracts was completed. The total number of concluded contracts was 2,414, and the total amount of signed contracts exceeded 1 billion manats.
In addition, through the 'E-rüsum' system, 68,218 notifications were created and 63,316 payments were made. The amount of accrued duties was 32.04 million manats, and the volume of paid duties was 31.2 million manats.
The ministry also carried out a number of measures to strengthen control over the activities of state enterprises. The report states that the legal, institutional, and financial foundations for the activities of the State Enterprise Monitoring Agency have been formed, an information system for monitoring state enterprises has been deployed, and an electronic cabinet has been created.
In addition, to assess the financial condition of state companies, the 'Risk-Based Risk Rating', 'Electronic Report on Financial Recovery Analysis', and methodological documents have been developed. An analysis of budget revenues, dividends, and other indicators of state enterprises for 2020–2026 was conducted.
During the reporting period, work also continued on the implementation of the result-oriented budget mechanism. The ministry stated that strategic documents for sectors covered by reforms were analyzed, methodological support was provided for the preparation of budget plans in accordance with legislation, and proposals were submitted to relevant structures.
