In Kazakhstan, 8,649 rental apartments were distributed in the first half of the year, of which 5,361 were privatized. This was reported by Kanat Mynbayev, Deputy Chairman of the Committee for Construction and Housing and Utilities of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan.
Across the country, more than 980,000 citizens are registered as needing housing. For them, state support measures are provided in the form of rental housing and preferential mortgage loans.
Rental housing is provided to citizens with low incomes or those without income, according to the queue and family size. The distribution is as follows: 20% of the volume goes to orphans, 50% to 7 categories of citizens with priority rights, and the rest to other registered citizens.
"If citizens acquire other housing as property, the rental housing is subject to return to municipal ownership. In the event of the death of the tenant of rental housing, the right to reside passes to family members. During privatization, citizens can buy out rental housing at residual value immediately or in installments for up to 15 years. Also, some citizens defined by housing legislation can privatize rental housing free of charge," Mynbayev explained, noting that privatization is a voluntary choice.
Preferential mortgage loans are issued through Otbasy Bank JSC at rates of 2% and 5%. At 2%, loans are provided to 8 categories of citizens: veterans of the Great Patriotic War, orphans, large families and mothers, persons with disabilities of groups 1 and 2, families with disabled children, veterans of combat operations in other states, veterans equated in benefits to veterans of the Great Patriotic War, and widows.
To cover the initial down payment, support is provided in the form of a non-repayable housing certificate. In total, 1,976 such certificates were issued to Kazakhstani citizens over six months.
