Stronger apartment demand in Kazakhstan could first reduce sellers’ willingness to negotiate, property expert Vitaly Shalayev said in comments on interest rates and housing.
In his assessment, a lower policy rate does not automatically mean higher prices in Almaty. Owners of sought-after homes may instead reduce discounts while leaving asking prices unchanged.
He does not yet expect a sustained recovery in 2027, citing borrowing costs and household incomes. This is an outlook for buyer and seller behavior, not evidence of an already recorded price increase.
