Why the ranking is split into leagues
The phrase “Azerbaijani entrepreneurs abroad” covers two different economic phenomena. League A is capital of Azerbaijani origin: people born in Azerbaijan whose business was built and operates outside the country, almost exclusively in Russia. Their fortunes are verifiable through Forbes, but those revenues do not touch the Azerbaijani economy. League B is business from Azerbaijan that moved into foreign markets: Baku-headquartered groups with verifiable foreign assets, deals and revenue. League C is the new economy, where foreign markets are a condition of survival rather than expansion.
Ranking criteria for League B
In descending order of weight: the number of countries with operating presence (assets, licences, production — not representative offices); the size of confirmed foreign deals and assets in money terms; the share of foreign markets in the business model; and verifiability — public reporting, regulatory disclosure or confirmation from the parties to a deal.
What is excluded and why
State-owned companies (SOCAR, AzerGold, ADY) are not included: this is a ranking of entrepreneurship. SOCAR nevertheless remains the largest Azerbaijani player abroad, so the article covers it separately as a benchmark of scale. Cases where capital sits abroad without any operating market entry are also kept apart: owning property and assets through offshore structures is not expansion.
Limitations
Forbes estimates are calculated and change through the year: figures are fixed as of September 5, 2026, and as of the publication dates of the national rankings. Private Azerbaijani groups do not publish consolidated statements under international standards, so the share of foreign revenue is not calculated for them — ranking rests on confirmed deals and asset geography. The ownership structure of several of the largest groups is known only through journalistic investigations; that information is attributed and is not a judicially established fact. Finally, this is not a wealth ranking: comparing an individual fortune in League A with a holding’s turnover in League B would be incorrect, which is why the leagues are separated.
