President of Kazakhstan Kassym-Jomart Tokayev on October 8 at the 8th Consultative Meeting of Heads of State of Central Asia and Azerbaijan in Avaza proposed developing a declaration on the responsible use of artificial intelligence by the states of Central Asia and Azerbaijan.

"The importance of this factor needs no further explanation. I would like to remind you that this year was declared in Kazakhstan as the year of development of digitalization and artificial intelligence. Kazakhstan is consistently building an integrated artificial intelligence ecosystem, a law on artificial intelligence has been adopted, the Digital Kazakhstan strategy is being implemented, supercomputer clusters have been launched, and the international Open AI center is operating. Given the exceptional importance of this topic, I propose considering the possibility of preparing a program of the Central Asian Partnership on Artificial Intelligence, so that all our research centers, universities, and technology companies could exchange information and experience," he said.

According to Tokayev, a fundamental condition is the safe use of neural networks.

"This topic has now reached the international level and is being actively discussed. The associated risks are already becoming the subject of serious international discussion. In my view, we should begin joint development of approaches that ensure control over critically important technologies. With this in mind, Kazakhstan proposed developing a declaration on the responsible use of artificial intelligence by the states of Central Asia and Azerbaijan," he added.
