Participants at Tbilisi Financial Summit 2026 discussed a possible cross-border special regime for financial innovation in the Caucasus. Report described the talks on November 2, noting the participation of Central Bank of Azerbaijan representative Sadiq Akhundov.

The agenda included instant cross-border payments, financial infrastructure and regulatory cooperation. The National Bank of Georgia and GFTN organised the summit.

Discussion does not mean a shared regime is already operating. Entry requirements and a launch date were not announced.

Regulatory testing allows new products to be assessed under limited conditions and supervisory oversight. It is not a substitute for authorisation to operate throughout the region.
