A proposal has been put forward in Azerbaijan to draft a law regulating the activities of social networks and defining their responsibility. The initiative was voiced by deputy Hikmet Mammadov at the first plenary session of the 2026 autumn session of the Milli Majlis.
According to him, social networks are violating the country's digital sovereignty.
"The overwhelming majority of these platforms are private companies. They enter the Azerbaijani market, engage in various types of activity, violate our information sovereignty, and manipulate national and ideological consciousness. All of this requires regulating the activities of social media platforms through a single law so that they do not pose a threat to our digital sovereignty. I believe it is necessary to draft a bill and, first of all, to define the responsibility of these companies in Azerbaijan. What legal liability they bear, what restrictions should and can be applied for disinformation, manipulation, and ideological provocations — all of this must be defined by law," he said.
According to the deputy, these companies earn large revenues in Azerbaijan, and the issue of their taxation should be regulated by law.
"That is, when our digital sovereignty is violated, we must have the ability, as is done in some European countries, to file a lawsuit against a social media platform so that the company, recognizing its material responsibility, does not allow such activity in the future," the deputy added.
