What the number means
VÖEN stands for Vergi ödəyicisinin eyniləşdirmə nömrəsi, Azerbaijan’s taxpayer identification number. It identifies a taxpayer rather than a shop sign. Different legal entities may operate under a similar brand, so the name displayed on a website is not enough. FIN is an individual’s identity-document identifier; it is not interchangeable with a VÖEN.
02
Where to look it up
Open Vergi ödəyiciləri üzrə axtarış on the State Tax Service website. The section links to taxpayer information and the register of commercial legal entities. Enter the VÖEN from the contract, compare the available information with the supplier’s documents and keep a dated record of the result. An unavailable service or missing result calls for clarification; it is not automatic proof that a business is fictitious.
03
Four details to reconcile
Checks are most useful before an advance payment. Ask for written details and compare them with the draft contract and payment instruction. A trading name may differ from the legal name, but the relationship should be clear. An unexpected change of payee deserves separate confirmation through a contact channel you already know.
Before making a payment| Check | Question to answer |
|---|
| VÖEN | Does the register match the contract? |
|---|
| Legal name | Who is actually supplying the goods or service? |
|---|
| Payment recipient | Why is this person or entity receiving the money? |
|---|
| Signatory | What authorises this person to sign the contract? |
|---|

What a VÖEN does not prove
Tax registration does not establish that a supplier is debt-free, holds a required licence or can deliver an order. Nor does it establish the signatory’s authority. Having a VÖEN is not the same as being registered for VAT; check that status separately. Regulated activities require the relevant sector register, signing authority requires supporting documents, and delivery risk requires a commercial assessment.
05
Example: one brand, a different payee
Suppose a fictional studio offers website development as “Caspian Design”, while its contract names another legal entity. That can be legitimate: the business may use a trading name. But if it asks you to send the advance to a third party, a matching VÖEN in the contract is not enough. Ask for the basis of the arrangement and corrected documents before paying. A messaging-app screenshot is not a substitute for checking the details.

If you are starting your own activity
Do not register simply because someone in a chat says you need a number. First establish the nature of your activity, an appropriate business form, the applicable tax treatment and reporting obligations. Obtaining a VÖEN is only part of that process. Check current State Tax Service requirements or consult an accountant for your circumstances. This guide explains identification checks; it does not prescribe a tax regime.
