The Ukraine Energy Support Fund signed 90 contracts worth almost EUR 200 million in October, Energy Minister Denys Shmyhal said. Purchases include transformers, substation equipment and other components for restoring supply.
Contracts signed since the start of 2026 totalled 660, worth EUR 515 million. October therefore accounts for roughly 39% of the value, according to FinFly’s calculation using the minister’s rounded figures.
Orders and deliveries
A signed contract establishes an order; equipment still needs manufacturing, delivery and connection. Those stages determine restoration progress alongside funding. October’s figure measures procurement activity rather than the amount of capacity already restored.
