Osman Khaliev has been appointed as the new chairman of the board of the Mortgage and Credit Guarantee Fund of Azerbaijan, replacing Fakhri Kazimov in this position.

The relevant orders were signed by President of Azerbaijan Ilham Aliyev. According to one of the documents, Fakhri Khangusein oglu Kazimov was dismissed from the post of chairman of the board of the Fund. By another order of the head of state, Osman Ismail oglu Khaliev was appointed to this position.

It should be noted that Fakhri Kazimov had headed the Mortgage and Credit Guarantee Fund since December 25, 2017.

Osman Khaliev was born in 1985 in the city of Sumgait. In 2007, he graduated from the Azerbaijan State University of Economics with a bachelor's degree, and in 2010 - a master's degree. In 2012–2014, he studied in an MBA program at Brandeis University in the USA.

Khaliev began his career in 2010 at Access Bank as an operations specialist. In November 2020, he was appointed advisor to the chairman of the board of the Entrepreneurship Development Fund, and from June 1, 2021 - deputy chairman. On November 15, 2022, he became the chairman of the board of the Entrepreneurship Development Fund.
