Kyrgyzstan's public debt stands at $8.9 billion, of which $5.3 billion is external debt and $3.6 billion is domestic. This was announced by Deputy Finance Minister and Director of the Central Treasury Umutjan Amanbaev at a meeting of the Jogorku Kenesh Committee on Agrarian Policy, Water Resources, Subsoil Use, Ecology and Environmental Protection. He was responding to a question from committee deputy chairman Alisher Kozuev during consideration of the report on the execution of the republican budget for 2025.

According to Amanbaev, until 2021 loans were attracted to cover the budget deficit or repay other debts, while since 2021 the policy has been aimed at economic development. He said that external loans, after ratification, are directed to infrastructure and economic projects, and under agreements with partner states this year about 28 billion som — and in some areas around 35 billion — is being allocated mainly to the construction of schools and roads. Funds also go to education and healthcare.

The deputy minister separately addressed the debt to China: it currently stands at $1.4 billion, and its share of the total has fallen to less than 27%, down from 40% previously. According to him, by 2030 that figure will decline to 23% even taking into account the issuance of previous Eurobonds. Amanbaev also said that after seven months, the ratio of total debt to China to the revenue side of the budget had fallen to 16%.
