Azerbaijan meets the fiscal transparency requirements of the US State Department, as stated in the State Department's "Fiscal Transparency Report for 2026."
The report highlights that the department conducted an annual review of minimum financial transparency requirements, consulting with other relevant federal agencies, and updated the criteria for the annual assessment. The department assessed the financial transparency of 139 governments (and the Palestinian Authority) identified in the "Fiscal Transparency Report for 2014," determined whether each government met the minimum requirements, and assessed whether governments not meeting the minimum financial transparency requirements had made significant progress in meeting those requirements during the review period from January 1 to December 31, 2025.
The report notes that in conducting the 2026 review, the department took into account information received from US embassies and consulates, other US government agencies, international organizations, and civil society organizations.
