Russia’s State Duma on 28 October ratified a protocol to the agreement with Belarus on harmonising indirect taxes. The document, signed on 16 July, includes digital-currency transactions, Interfax reported.
It reflects existing Russian VAT exemptions for mining, sales of digital currency and certain authorised intermediary transactions under the experimental legal regime, as well as Belarusian VAT exemptions for token disposals.
Ratification should not be interpreted as a new universal tax break for crypto holders. The protocol concerns indirect taxation of specified transactions; taxation of profit and other income is a separate matter.
