Binance recorded $3.64 billion in net outflows after reopening withdrawals, Reuters reported on November 2, citing the exchange. The measurement covers November 1 from 06:00 to 15:30 UTC, or 10:00 to 19:30 in Baku.

Customers withdrew $4.649 billion and deposited about $1.01 billion during that window. Binance said outflows were stabilising, a statement from the company rather than an independent assessment.

Net outflows measure withdrawals minus deposits. They are not the amount stolen in the breach or a full-day withdrawal total.

Both sides of the flow matter when assessing recovery. A short observation window cannot by itself establish that customer confidence has returned.
