Shanghai has released the "Guidelines for Building an Artificial Intelligence Standards System (2026-2028)," aimed at strengthening its role in AI standardization. By 2028, the city plans to lead or participate in more than 3 international standards, over 10 national standards, and more than 20 industry standards, with the rate of participation in national standards exceeding 50%.

The initiative also includes the establishment of standardized technical organizations and pilot projects, with the goal of achieving an 80% implementation rate for key standards. This initiative aims to make Shanghai a "high point" of AI standardization with global influence.
