Azerbaijan's Milli Majlis approved in the third and final reading a package of amendments that transfer procedures for citizens to exercise their right of legislative initiative to electronic format. The decision was made at an extraordinary session of parliament.
The amendments affect the laws "On Approval of the Internal Regulations of the Milli Majlis", "On Public Participation", and "On the Procedure for Citizens to Exercise the Right of Legislative Initiative". Their key goal is to integrate public discussion and legislative initiative processes into the infrastructure of the "Electronic Government" (e-gov) information system.
What Will Change
The amendments create a legal basis for conducting public hearings and discussions in digital format. Through the e-gov platform, the following will be published:
- information on upcoming public hearings,
- dates of their holding,
- announcements on the nomination of candidates for public councils,
- deadlines for participant registration,
- related notices and documents.
In addition, expanded information on bills registered in the Milli Majlis Apparatus will become available via e-gov. This will allow citizens to track the progress of initiatives in real time.

The transition to electronic format reduces the time for procedures, makes the process more transparent, and increases citizen engagement. The digitalization of legislative initiatives is another step toward making government services faster, clearer, and more convenient.
