Deputy Minister of Digital Development and Transport Rashad Hasanov informed about the work being done to accelerate digital development, the results achieved, and upcoming goals. He noted that at a meeting held in February this year under the chairmanship of President Ilham Aliyev, important decisions were made that serve as a roadmap for digital development. In accordance with these decisions, the "Action Plan for Accelerating Digital Development in the Republic of Azerbaijan for 2026–2028" was approved. To implement state policy in the areas of digitalization, e-government, AI, and innovation based on a unified approach, the Digital Development Council was established.
The Deputy Minister noted that the Council's activities will make an important contribution to strengthening coordination between government agencies, accelerating digital transformation, and ensuring the transition to an innovative economic model. On June 29, under the chairmanship of First Vice-President Mehriban Aliyeva, the first meeting of the Digital Development Council was held. The meeting discussed the status of the Action Plan's implementation and the work being carried out towards legislative reforms in the field of digital development. The document defines the country's digital transformation and technological development priorities for the next three years. A number of measures have been taken for its implementation, and the process continues.
It was reported that work is underway on the mygov and mygov biznes platforms to increase the accessibility of public services for citizens and businesses. Services of government agencies are being gradually integrated into a single ecosystem, steps are being taken to digitize non-digital services and increase the share of proactive services. Among the priorities are also the development of the innovation ecosystem, increasing ICT exports, and turning Azerbaijan into a regional technology center. To this end, a broad package of reforms has been prepared that supports technological development and provides for the improvement of the legislative framework.
The introduction of AI into public administration and public services is one of the main directions of the Action Plan. In this area, it is planned to create high-level computing infrastructure and improve public services using AI-based solutions. For the sustainable continuation of digital transformation, strengthening cybersecurity is of particular importance. Legal and institutional reforms are being carried out in this direction. The successful implementation of the set strategic goals will make an important contribution to strengthening the country's technological potential, strengthening digital sovereignty, and forming a competitive economy.
At the public hearings, a presentation was made of the legislative initiatives provided for in the Action Plan related to the development of the innovation ecosystem.
During the event, proposals and opinions of the participants were heard, and a broad exchange of views took place around the main directions of the digital development agenda, ongoing reforms, and upcoming priorities.
