In the first half of 2026, 287 projects were implemented under Azerbaijan's State Investment Program. According to the Ministry of Finance, 810.2 million manats were utilized out of the 2.7 billion manats allocated for these purposes.

Of the utilized funds, 337.8 million manats were directed to transport projects, 171.2 million to other areas, 151.2 million to water management and land reclamation, 60.9 million to defense and law enforcement, 51.2 million to social projects, and 37.9 million to energy and industry.

The water management and land reclamation sector leads in the number of projects with 88. In the social sphere, 63 projects were implemented; in transport, 42; in defense and law enforcement, 40; in other areas, 43; and in energy and industry, 11.

Thus, about 30% of the funds allocated under the Program were utilized in the first six months of the year. For investment projects financed by foreign loans, 99.2 million manats were used.

More than 1 billion manats were directed to the 'Great Return' program. In the first half of 2026, the execution of capital expenditures of an investment nature from the state budget amounted to 4 billion 188.2 million manats. Of this, 1 billion 64.1 million manats were allocated to the 'Great Return' program, 810.2 million to the State Investment Program, and 2 billion 313.9 million to other capital expenditures.

Under the 'Great Return' program, 3.5 billion manats are planned for 2026. In January–June, about 30% of this amount was utilized. The largest volume of funds was directed to transport projects – 505.2 million manats, and to social projects – 400.5 million. Projects in energy, industry, defense, water management, and other areas were also financed.
