This is reflected in the draft law on amendments to the Law "On Medical Insurance," discussed at today's session of the Milli Majlis.
The draft law provides for the following changes:
- adding the concept of "compulsory health insurance fund" to the Law "On Medical Insurance";
- establishing the legal basis for carrying out processes related to the application of CHI electronically through the information system of the body determined by the relevant executive authority;
- dispensing of medicines used on an outpatient basis to insured persons by pharmacy organizations based on an electronic prescription transmitted to this information system;
- formation of a compulsory health insurance certificate in electronic form in the specified information system.
The compulsory health insurance fund will be understood as a state-owned targeted state financial fund, managed by a body (institution) determined by the relevant executive authority, and having an independent budget outside the state budget.
Adoption of the project will ensure the improvement of the legal framework for electronic services in the field of CHI, legislative regulation of the dispensing of medicines for outpatient treatment based on electronic prescriptions, and the creation of a CHI certificate in electronic form. In addition, the legal regulation of the assessment of rehabilitation opportunities for persons with disabilities will be brought into line with the redistribution of powers in the field of rehabilitation services.
After discussions, the draft law was put to a vote and adopted in the first reading.
