A mechanism for 'reverse recovery of funds' may be introduced in Russia, allowing banks to return money to fraud victims by debiting sums from the accounts of perpetrators. This measure is provided for in a draft order of the Ministry of Digital Development of the Russian Federation dated July 21.

On Tuesday, the ministry published a draft doctrine aimed at countering cybercrime. Its goal is to increase the level of protection for individuals and legal entities, as well as to streamline the work of state bodies and organizations in this area.

"The objectives of implementing the doctrine in the sphere of financial interaction and compensation for damages are based on a fair distribution of responsibility among the parties and involve: establishing at the legislative level the authority of credit institutions to jointly make decisions on returning funds to senders for transfers made without the voluntary consent of the client, by recovering sums from the accounts of recipients involved in fraudulent activities (the 'reverse recovery' mechanism)," the doctrine states.

State Duma Chairman Vyacheslav Volodin said on June 20 that new legislative norms help protect citizens from telephone fraudsters and reduce the risks of crimes using mobile numbers. He also recalled that since April 1, 2025, a federal law aimed at combating telephone fraud has been in effect in Russia. According to the document, no more than 20 SIM cards can be registered per Russian citizen.
