The Kazakh authorities have signed a memorandum of understanding on the Green Kazakhstan project, which envisages the creation of an integrated ecosystem for the production of sustainable aviation fuel (SAF) in the city of Alatau, the government's press service reported.

The document was signed by the Alatau City Authority, the ministries of energy, agriculture and transport of Kazakhstan, as well as Hong Kong-based Full Vision Capital, following a meeting on Tuesday between Prime Minister Olzhas Bektenov and the company's founder, Peter Li.

The memorandum provides for the development of a full production cycle for sustainable aviation fuel, from the cultivation of agricultural raw materials to their processing and production of finished products. In addition, the parties will explore the possibility of implementing solutions in the field of smart energy and nickel-hydrogen energy storage systems to improve the reliability of power supply and integrate renewable energy sources.

During the meeting, the parties discussed prospects for long-term cooperation in the energy sector, including the development of environmentally friendly aviation fuel production, smart energy solutions and modern energy storage systems. Particular attention was paid to the implementation of the first pilot project in the territory of Alatau.

"The constitutional law 'On the Special Legal Regime of the City of Alatau' provides investors with legal certainty, stable tax conditions and a 'one-stop shop' regime. The city of Alatau can become a pilot site for localizing technologies and your development experience. The government is ready to provide the necessary support," Bektenov said, as quoted by the press service.

Full Vision Capital is an investment and incubation platform specializing in projects in the green economy, smart energy solutions and environmental technologies.

The city of Alatau was established in January 2024 in the Almaty region. A constitutional law on a special legal regime was adopted for its development, providing tax preferences, a 'one-stop shop' principle for investors, and the creation of an experimental platform for innovative and investment projects. The authorities position Alatau as a future international center for business, technology, logistics and tourism.
