This is reflected in the law on amendments to the Criminal Code, the Criminal Procedure Code and the Law "On Information, Informatization and Protection of Information", approved by President Ilham Aliyev.

According to the amendment, access to an internet information resource or its relevant part will be temporarily restricted based on a decision of the relevant executive authority when the following information is posted:
- about methods and rules for manufacturing or using narcotic drugs, psychotropic substances and their precursors, places of their illegal acquisition, as well as places or methods of cultivating narcotic-containing plants;
- of a nature of insult or slander, as well as violating the inviolability of private life;
- false information that creates a threat of harm to life and health of people, causing significant property damage, mass violation of public safety, disruption of the operation of life support facilities, financial, transport, communications, industrial, energy and social infrastructure, or the occurrence of other socially dangerous consequences.
In addition, organizing and conducting gambling:
- in virtual form, including using the Internet, mobile communication networks, social network platforms, other means of electronic communication, as well as internet and mobile telecommunication applications or other platforms based on technology;
- with the admission of minors;
- committed by a group of persons by prior conspiracy;
- committed with receipt of income in a large amount
are punishable by a fine of up to twice the amount of income obtained from the crime, with restriction of liberty for a term of 2 to 4 years, or imprisonment for the same term.
The document notes that the same acts committed by an organized group or criminal community (criminal organization), as well as with receipt of income in an especially large amount, are punishable by restriction of liberty for a term of 3 to 5 years or imprisonment for the same term.
